SB204 - Disabled Parking Permits and the DMV

SB204 - The bill introduced by the Alaska Chiropractic Society and sponsored by Senator Dennis Egan has hit a bit of a snag this legislative session on the House side.  SB204 is the bill ACS introduced to restore chiropractors ability to sign disability determinations for chiropractic patients who were seeking or renewing disabled parking permits (temporary or permanent).  SB204 sailed through the Senate side for the first part of the process in the Alaska State Legislature in March, 2018 but is at a standstill as of now.  

At the 04/17/2018 House State Affairs Committee hearing, two amendments were added to our bill.  Here's the new version - SB204B.  Section 1 and Section 2 are the new amendments - one to honor Hmong or Lao veterans who served in military operations in support of the US and other to add a plate design celebrating the arts.  Section 3 is our original version of the bill adding "chiropractor under AS 08.20" to the list of healthcare providers able to sign proof of disability and sign off on Form 861 of the State of Alaska Division of Motor Vehicles Application for Special Disability Parking Permit.  

The legislative process is sometimes a strange one and takes a curve but ACS is dedicated to moving this bill forward.  I'd like to thank all the doctors who made calls to their House representatives as we have tried to move this bill through the State House.  SB204 needs to get Senate approval for the amendments and work it's way through the House Rules Committee before going to the House floor for a vote.  With the Alaska Legislature nearing the end of its regular session, we will have to move quickly to move this bill through.  If the bill does not pass through the House this session, ACS will need to re-introduce the bill next legislative session.  We hope we count on our members to make calls to their senators/representatives when needed.

At this time, the State of Alaska Division of Motor Vehicles will not accept applications/renewals for disability parking permits when completed by a chiropractic physician.
